Mrs James, who has stood as an independent MEP since her ill-fated 18-day reign as Nigel Farage’s successor, was speaking on Radio 4’s Broadcasting House on the eve of the second round of Brexit talks in Brussels.
She was initially full of praise for Brexit Secetary David David Davis’s negotiating position had suggested hs ‘military background’ had helped him “draw the EU strategy out in the open”.
But when pressed further on Brexit she declared: “I don’t think it will ever happen.”
“If we look at what is happening at the moment, the Remain campaign has taken the initiative since the referendum and there is a degree of disorganisation within out current Government.
“I fully believe there is going to be fudge delivered further down the line that won’t be Brexit at all.
“And all the time that the Remain campaign takes the initiative and people become gradually disenfranchised, fed up with seeing all the negotiations aired on a daily basis in the press and the media, it will all deliver effectively a non-Brexit.
“The Leave campaign has to really galvanise its activity.”
Earlier Mrs James suggested Mr Davis was “playing a very smart game”.
She said: “He has brought all their detail out into the open and let our side very quiet.
“And I am very confident that he will go into the negotiations when the restart tomorrow with quite a lot up his sleeve.”
Mrs James stood was elected UKIP leader last September but stood down just 18 days later saying it had become clear she “did not have sufficient authority, nor the full support of all my MEP colleagues and party officers to implement changes I believe necessary and upon which I based my campaign”.
She resigned her UKIP membership on 21 November 2016, stating “it was time to move on” and that her relationship with UKIP had become “increasingly difficult”.
